He decorates Juan Miguel Gonzalez, father of Elian Gonzalez, with the "Carlos Manuel de Cespedes" National Order of Merit, one of the highest decorations awarded by the Republic of Cuba, created in honor of president and liberator Carlos Manuel de Cespedes.
