Cuban Parliament Passes General Comptroller Law
The Cuban Parliament today passed a law setting up the General Comptroller of the Republic; the legislation is aimed at protecting creative work, the socialist property and the state´s material and financial resources.

The Cuban Parliament today passed a law setting up the General Comptroller of the Republic; the legislation is aimed at protecting creative work, the socialist property and the state´s material and financial resources.
Parliament President Ricardo Alarcon described the new legislation as strategic to the safeguard of the Revolution and he recalled that since 1959, imperialism has tried to topple the Cuban Revolution by plundering the wealth of the nation, after the followers of the former Batista dictatorship left the country with millions of pesos from the public funds.
Nobody has the right to get hold of what does not belong to him, said Alarcon as he referred to the principles supporting the legislation in terms of fighting and denouncing any act of corruption, which is a scourge that threatens humankind.
Homero Acosta Alvarez, who was elected today as secretary of the Cuban Council of State, presented the draft legislation as he underscored that the bill was submitted to consultations and assemblies throughout the country during a whole year. He said the approved legislation will contribute to the enforcement of current laws in terms of internal control.
Acosta Alvarez considered the new law a crucial contribution to strengthening the Revolution and to achieving invulnerability of Cuban socialism, since the comptroller´s office will play a key role in the reestablishment of economic order and discipline in the country, and because it is an efficient tool to prevent and fight against any manifestation of corruption.
Meanwhile, the president of the Juridical and Constitutional Commission Jose Luis Toledo said that the new law sets up top-level mechanisms that allow the Parliament and the Council of State to carry out strict control of state and government bodies.
The comptroller´s office must demand appropriate and transparent management of public funds, prevent and face inappropriate use of state resources, check on ethical behavior and resources under management of officials and leaders, as well as request the application of administrative or disciplinary measures against anyone held accountant for any detected violation, and inform judicial bodies in the event of criminal acts.
Several deputies during the session agreed that under today´s circumstances, marked by a world crisis, the country´s resources must be used efficiently while it is not possible to admit their lost or misuse due to neglect or corruption, since preserving them is vital to meet the needs of the people.
Lawmaker Luis Ramirez said that many of the problems will find solutions if the people participate in the combat by denouncing any inappropriate acts, while Lazaro Barredo proposed that those having resources under their administration should officially declare them in order to achieve appropriate control.
The General Comptroller will have branch offices in every province with different working divisions that will be in charge of the activity in municipalities.
The Cuban Parliament unanimously elected Gladys Bejerano as General Comptroller of the Republic of Cuba at the proposal of Cuban President Raul Castro. Bejerano, bachelor in Social Sciences, headed the Audit and Control Ministry.
