The Revolutionary Armed Forces of Colombia-People's Army (FARC-EP) proposed today in this capital the integration of a Commission with foreign and national people, to study the history of the confrontation, since the beginning of violence in the South American country.

Shortly before starting another round of peace talks with the government, the guerrilla delegation said that the purpose of the creation of this entity lies in preparing the required material to issue the fifth item on the agenda, referring to the victims.

In a statement released at the Havana Conference Center, permanent venue of the talks, the insurgency recalled that "the important issue of the victims" must be assumed "with good sense, realism, and truthfulness."

The team of the FARC-EP requested that the first thing the Commission must do is to start the prompt review and completion of the General Report of the Historical Memory Group, promoted by the Government.

The group said that the agency should study the issue of party violence and its impact on subsequent events and the emergence of the FARC-EP.

It will also assess the responsibility of media, officialist church, interventionist foreign powers, especially the United States, landowners, entrepreneurs, and financial sector until today.

They reiterated that the State is responsible, by action or omission, for what happened during the conflict, and added that this was recognized by President Juan Manuel Santos in the Constitutional Court, after the General Report of the Historical Memory Group suggested it.

The teams of the insurgency and the government continue the talks today after a one-day recess, in which Cuba and Norway act as guarantors, and Venezuela and Chile as companions.

The agenda of the talks includes, in addition of the agricultural issues (already discussed) and political participation (under discussion) other aspects, such as care for victims, the drug problem, and the end of armed conflict.
