Cuban Workers Kick off Discussions of Draft Bill on Social Security
HAVANA, Cuba, Sept 1 (acn) The National Secretariat of the Cuban Workers Federation (CTC) called on workers throughout the country to start a massive and democratic discussion on Monday on a draft bill on Social Security.

The action is in tune with a decision earlier this year by the Cuban Parliament that, during the months of September and October, all Cuban workers should discuss and give their opinions on the draft bill, which will be submitted to approval by the parliament next December.
In tune with the CTC call, over 3, 400, 000 union members will hold meetings at work centers to actively and consciously express their criteria and concern on the draft bill.
In its call the CTC secretariat recalls that the legislative document is based on facts such as that Cuban workers and the population will continue to enjoy social security for their wellbeing; the proposed changes further strengthen and deepen the principles that support the Cuban social security system and are aimed at preserving and defending that system as one of the most important achievements of the Cuban Revolution and Socialism; the measures proposed in the draft bill do not reduce or limit neither the benefits nor the rights of workers, but they include their expansion thus making the system even more universal and comprehensive.
“The process that we now start must become one more action in the implementation of genuine participatory democracy which we are used to practicing and into a legitimate expression of the country’s social development and the work of the Revolution,” the CTC call reads.
The increase of the retirement age and of years of service, as well as a special contribution by workers to social security, are among the main changes proposed in the draft bill to be discussed in over 80, 000 assemblies to take place in work centers.
The CTC Secretariat points out that each worker must be aware of the crucial need to implement the new changes to the current law, which stemmed from deep study of the country’s demographic situation, the aging Cuban population and the critical fall in the fertility and birth rate.
The call insists in the need to improve efficiency, since achievements like the Cuban social security system can only be maintain with discipline, commitment and production.
