President Raul Castro discussed with the Council of Ministers the complex problems affecting the national economy and services, reported Granma daily.
The head of state said at the meeting that the root of many such problems consist of the violation of the terms of contracts between the companies and their grass root bodies.
As example, the paper mentioned the crimes against livestock resulting from poor control and the relaxation of security in state-run and private farms.
Raul Castro also expressed that breach of contract also originates in poor exigence and control on the stock-in-trade in many places.
Squander and negligence undermining our socio-economic development today originate in poor discipline, disorder, poor control and customary neglect, said the also president of the Council of States and Ministers.
The Council of Ministers reviewed a report on payments and collect among institutions, companies and other economic institutions whose debt moratory overloads the system, notes Granma.

"As long as inter-company contract breach persist, it will be hard to revert on going undercapitalization corroding the business grid," he concluded.
