The socialist state companies are the fundamental formula for the Cuban economic model, but we must modify the regulations to make them more functional, said Cuban Ministers Council vice president Marino Murillo here Friday.
Murillo, head of the Committee for Implementation of the Guidelines approved by the Cuban Communist Party (PCC) to update the Cuban economic model, spoke at the meeting of the Commission of Economic Affairs of the People's Power National Assembly (Parliament), previous to the beginning of its 8th Legislature Saturday.
Murillo said there is no updating the economic model if the socialist enterprise system is not properly modernized.
He said in advance, that the guidelines of the next national budget have the first steps to change the regulations for the Cuban state sector in general.
Among the changes, it is included that the company keeps the sinking funds, most of which will be kept in the hands of the Cuban government.
Also, companies will have 50 percent of the utilities after paying the taxes.
"The great challenge is to achieve that the state company has relative independence in socialism," said Murillo.
"We are not going to question the company's faculties. We are going to face the irrationality of the expenses," he added.
He commented cases of productive chains that have been stopped, waiting for the approval of authorizations in higher levels.
He commented how contradictory it is to have companies working with losses for years, without a chance for the government to close them to refinance them.
The Commission of Economic Affairs will have to decide on the report for liquidation of the Cuban 2012 budget this Friday.
